Position Title: Program Manager for English Language Training,
Housing, and Services to Older Refugees Reports To: Associate
DirectorDivision: NortheastRegionalJob Location: Jersey City,
NJSalary Range:$68,000 - $74,000Salary Grade:8FLSA & Union Status:
Exempt/Non-Bargaining Church World Service (CWS) is a
not-for-profit, faith-based organization transforming communities

poverty, displacement and disaster. This position will oversee the
provision of case management services to eligible clients in need
of orientation to the American healthcare system, older refugees,
and those in need of locating housing within the service area. This
position will ensure that data is accurate, reports are submitted
on time, and services are provided to the highest possible
standard. The Program Manager will supervise a team of case workers
and case aides who will provide ongoing assessment, referrals, and
case management services to eligible clients. Essential Duties: \*
Responsible for supervising senior case managers, case managers,
and case aides working with CWS JerseyCity's English Language
Training, Housing, and Services to Older Refugees \* Report to
Associate Director on program outcomes, outputs, and ongoing
programmatic needs. \* Have thorough knowledge of case management
program requirements. \* Oversee the selection, onboarding, and
training of new staff members under programs in portfolio. \*
Provide technical oversight and support for establishment and
maintenance of routine monitoring systems, presentation of findings
and building related staff competencies. \* Ensure the collection
of accurate client outcome data. \* Communicate the impact of
proper data collection to CWS-Jersey City team. \* Ensure all
personal identifiable information is held to the highest
confidentiality standard. \* Ensure staff participate in trainings
regarding new data collection systems. \* Ensure efficient systems
in place for program staff to collect and compile relevant and
concise information for routine project reports and occasional
special reports as required. \* Coordinate with donors and grant
funders to ensure timely and accurate program reports. \* Support
local finance staff with data quality and reporting when requested.
\* Provide trend analysis to funders to predict housing assistance
needs. \* Prepare program staff for monitoring visits. \*
Participate in regular meetings with funders, including the New
Jersey Office for Refugees (NJOR) and CWS headquarters. \* Support
quarterly consultation process with Associate Directors. \* Attend
coordination meetings with other resettlement sites implementing
similar programming. \* Report systemic issues to relevant state
agencies. Qualifications: Education: Bachelor's degree or foreign
equivalent preferred. Experience: \* 3-5 years previous work
experience with refugees or immigrant communities required. \*
Previous work experience with, or deep knowledge of the rental and
affordable housing markets in Hudson, Bergen and Passaic preferred.
\* A demonstrated knowledge of public health insurance programs. \*
Demonstrated ability to work independently with a high level of
comfort and skill interacting with partner organizations and
coordinating people and resources. \* Ability to work in a
multicultural environment required. Other Skills: \* Superior
public speaking skills and strength in written communication. \*
Proficiency in MS Office (PowerPoint, Excel, and Word) and internet
applications required. \* Proficiency in English required. \*
Fluency in at least one other language, in addition to proficiency
in English, preferred. \* Commitment to diversity, equity, and

position is based in the Jersey City office and will require both
in-office work and meetings across New Jersey and in New York City.
Candidates must have access to reliable transportation to attend
in-person meetings and events. \* Additional FBI and CA/N checks
