Job Description

The Office of Human Capital is responsible for ensuring the Department complies with applicable labor and employment laws and City and Agency rules and policies. The unit also provides guidance to managers and employees on a variety of topics including Recruitment, Employment, Civil Service, Labor Relations, Benefits, Citywide Programs, Performance Evaluations, Salary Administration, Timekeeping, and Time and Leave Administration. The Labor Relations Manager will be responsible for, but not limited to, the following: Serving as Agency Liaison for labor functions including grievances, contract negotiations, and collective bargaining issues. Assisting with the analysis of data for accretions in conjunction with the Office of Labor Relations. Conduct complex analysis of labor/management issues. Forging and maintaining effective relationships with management and staff; removing communication barriers to encourage the resolution of issues; encouraging a quality, caring, organizational environment aimed at continuous improvement Conducting employee/management consultations to resolve disputes and other issues that are not disciplinary in nature Managing the performance evaluation process including civil service probation and all associated reporting functions Liaising with and providing support regarding employee matters to the EEO Office, the Office of Internal Affairs and Discipline, and the General Counsels Office Facilitating trainings in conjunction with Buildings University in accordance with the Agencys needs Engaging all levels of staff with an understanding of diversity in experience and perspective Implementing strategic human capital initiatives as directed Performing other tasks and managing other projects as assigned

Minimum Qual Requirements

1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics, industrial psychology or a closely related social science field and one year of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning, or a related area; or 2. A baccalaureate degree from an accredited college and three years of professional experience as described in "1" above; or 3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college.

Preferred Skills

Masters Degree in Human Capital, Labor Relations, or a related field; or law degree Experience with best practices in City government human capital Knowledge of civil service law and labor law Experience conducting non-disciplinary employee investigations Knowledge of Equal Employment Opportunity (EEO) laws and practices Experience conducting mediation to resolve conflicts SPHR or SHRM-SCP

New York City residency is generally required within 90 days of appointment.
