Job Description

Chubb is seeking to buildout it's Enterprise Program Management and Strategy Office. This position is responsible for establishing the PMO disciplines required to achieve better quality, consistency, and oversight of strategic projects globally. This individual will support the ongoing evolution of strategic programs, manage executive reporting, support planning and strategy activities, provide issue identification and resolution, analyze data and provide improvement recommendations and plans. Success requires strong diagnostic skills, an inquisitive mindset with the appetite to challenge status quos, and excellent written and verbal communication with both junior resources and senior leaders.

The global EPMO is responsible for tracking all non-IT strategic programs globally and reporting status directly to Operations leadership. The AVP IT PMO leader will have project-based work and will be required to facilitate meetings and workshops, follow up with stakeholders on key deliverables/takeaways, ensure adherence to plan and leverage internal governance structures to raise and resolve issues as they arise. The role will ensure alignment and reporting consistency among the teams, track progress and provide senior leadership within the communication materials needed to remain up to date and make program adjustments when needed.

The scope of the role will cover traditional waterfall and agile project methodologies, major initiatives, and enterprise projects, all of which need to be accounted for in the overall PMO framework and operating model. The role's focus is to combine the best practices from business unit PMO teams and the industry, to create a transparent, well-governed technology PMO focused on adding value to Chubb.

This role reports to VP Enterprise Program Management.


  • Standing up a PMO for a wide variety of strategic projects to include defining the operating model, establishing a standard PPM toolkit, standardizing the reporting packaging and processes, and driving program delivery discipline across the global technology organization.
  • Lead a team of program managers supporting our initiatives; provides ongoing coaching and mentoring to PMO staff and project managers;
  • Defines and refines the processes and standards used to manage Chubb strategic programs
  • Developing and implementing a Project intake process;
  • Implement processes for core PMO related activates including project intake; PI Planning; project reviews; post-project auditing; metrics definition and tracking; reporting
  • Aligns strategic initiatives with business plans, including investment and benefit value capture
  • Project business case development, cost-to-achieve monitoring, benefits realization forecasting, and extraction;
  • Oversees the management of the change control process in relation to initiative scope, objectives and planned activities
  • Aid a project management community of practice to facilitate collaboration and best-practice sharing among project managers and key PMO stakeholders;
  • Foster & maintain a high-performing and effective team culture of independent program reporting;
  • Helps PMs manage and maintain project plans while mitigating & escalating identified risks
  • Enforce our program operation processes to drive consistent outcomes
  • Identifies and manages Interdependencies across our execution towers
  • Collaborate with initiative leads to validate resource requirements operational sustainability
  • Create over-arching roadmaps, communication and change management plans to ensure solutions are documented
  • Develop executive status reports and track ongoing risks/issues/action items


  • Bachelor's degree in applicable field required, Master's degree preferred
  • 5-10 years Program Management and/or top-tier consulting experience; Financial Services experience preferred, but not required
  • Experience working in high-level global strategic projects or merger integrations
  • Experience with completing large transformation programs that lead to measurable result
  • Professional track record of being given responsibility for large, complex programs involving significant levels of organizational change and guiding cross functional teams to complete these programs with a high level of effectiveness
  • Reputation for building relationships with senior leaders in a large, complex organization and effectively leveraging those relationships to engage/influence outcomes
  • Ability to manage multiple initiatives at once in a fast paced, dynamic environment and remain calm under pressure
  • Ability to translate business needs into project documentation
  • Ability to leverage analytical, process and program management skills to resolve issues
  • Strong analytical skills with an ability to provide thoughtful impact analysis
  • Willingness to take on challenging tasks of varying levels of ambiguity with the ability to change directions and adapt to conflicting priorities and changing business decisions
  • PM Certifications preferred, but not required: PMI PMP, Agile, LEAN Certified/Six Sigma, etc.
  • Experience applying Stakeholder/Communications Mgmt. principles including governing bodies/ Owners/Sponsors/key senior stakeholders/Project Lead/team/SME's
  • Location Preference: NY, NJ or PA
