Division Director of Parks Maintenance Department: Recreation and Youth Development Division: Parks Maintenance Exempt/Non-Exempt: Exempt Union/Management: Management Full-Time/Part-Time/Seasonal: Full-Time Workweek: M-F, 9:00 AM-5:00 PM (40 hours), as needed. Salary: $100,000. POSITION FUNCTION: The Director of the Division of Parks Maintenance plans, organizes, coordinates, manages, and supervises all maintenance aspects of the City's comprehensive urban park system, which covers more than 170 acres inclusive of both active and passive recreational facilities and 26 athletic fields. The role is responsible for the Division's budgets, employees, vendors, contracts, equipment acquisition, maintenance, and repair to ensure the integrity of all aspects of the City's parks. This role will work under the supervision of the Department Director and Deputy Department Director. ESSENTIAL DUTIES: The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. Provide leadership and direction in the development of short and long-term plans; gather, interpret data reports and recommendations, and coordinate divisional activities with other departments, divisions, and agencies as needed. Supervise and direct assigned personnel, including interviewing applicants, hiring and preparing status forms, creating and planning work assignments, coordinating cross-training, evaluating work performances, and recommending/implementing disciplinary action. Develop and maintain staff training curriculum for all staff that includes establishing goals, maintenance standards and outcomes, liability issues, job task safety, and educational goals. Maintain current knowledge of trends and developments in the parks maintenance field by periodically attending seminars and workshops. Prepare public bids and requests for proposals, and participate in negotiations with contractors, consultants, vendors, and other public agencies Assist in the selection of all parks personnel. Supervise all parks personnel. Supervise the preparation of and approve requisitions for parks supplies and materials. Develop and implement policies related to parks activities and policies related to the use of athletic fields and non-aquatic facilities. Supervise the maintenance of records for parks activities and personnel. Develop innovative cost-effective programs to meet community needs for both active and passive recreation. Oversee and arrange use of facilities for various parks programs; including but not limited to all city fields and recreational spaces. Ensure proper use of parks facilities through education and management. Coordinate parks staff development and implementation of community parks programs. Present to City Council and Committees as requested regarding parks-related items. Develop and present the annual budget to Department Director and assist in the presentation to the City Council, which includes forecasting expenditures necessary and required to complete Division projects, procurement of goods and services, and personnel-related costs. Manage division budget, ensuring effective use of budgeted funds. Interact with vendors and draft bid specifications when vendors are necessary to complete Department or Division tasks. Appear before Council and Administration when requested pertinent to budget items, resolutions, and ordinances. Perform cost control activities. Monitor revenues and expenditures. Represent the Division and Department at a variety of high-visibility civic and community events, meetings, and functions with professional organizations/agencies Communicate Division activities and position on projects, programs, and initiatives. Perform other job duties as assigned. KNOWLEDGE/SKILLS/ABILITIES: Required Educational Background : Graduation from an accredited college or university with a Bachelor's degree in a related field such as Parks and Recreation Administration, Sports Management, Public Administration, or related field.Preference for Master's Degree and five (5) years experience in parks & recreation (preferably municipal parks & recreation), including at least three (3) years of management experience; or any equivalent combination of education, training, and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.Applicants selected for interviews will be required to produce a writing sample and budget that the applicant drafted, implemented, and supervised. OTHER REQUIREMENTS: Work requires substantial independent judgment and decision-making. Must be able to monitor and assess operations, workload, projects, and staff performance. Professional certification (e.g., CPRP, CPRE, CPSI and/or AFO) required to be obtained within the first year of employment if not already possessed. Government work-related experience preferred. Must possess excellent oral and written communication skills. Work requires the ability to read and draft letters, memos, contracts, professional and industry literature, spreadsheets, and other job-related analysis. Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports. Work is widely varied, involving analyzing and evaluating many complex and significant variables. Organization-wide policies, procedures, or precedents may be developed and/or recommended. Must be competent in all Microsoft Office applications. Must be able to research, compile and analyze data, and then present findings to the City Commission and City Manager in an acceptable format. Ability to learn and remain up-to-date on applicable Federal, State, and City regulations, best practices, and policies affecting department activities. Ability to establish and maintain effective working relationships with City employees, other Federal, State, and local governmental representatives, contractors, consultants, vendors, media, and the general public is essential. Must possess a Valid New Jersey driver's license. Must pass applicable pre-employment testing and background check.
